Statistics show that the Ministry had the new energy vehicles recommended models directory involving a total of 76 batches, 3412 models, and the day before the Ministry released "recommended the promotion and application of new energy vehicle models directory", as only 247 models, at the same time, the Ministry announced the "energy-saving and new energy vehicle demonstration application of recommended models directory" abolished since January 1st this year. 201, Cui Dongshu said 1月新能源车产量环比骤降超8成 打击骗补是主因   1月产量环比骤降超八成   打击骗补 新能源车生产点刹    新年伊始,新能源车市场“去杂质”的影响从产量反映出来。昨日,工信部发布的国内新能源车产量数据显示,1月,国内生产新能源车1.61万辆,虽然同比增长144%,但环比下降83.8%,去年最后两个月产量的井喷态势戛然而止。   业内认为,新能源车1月产量环比下滑明显,主要是因为政府部门的骗补调查,这让不少此前为获得国家补贴,但产品未达国家标准的新能源车生产企业被淘汰。   骤降超八成   工信部数据显示,根据机动车整车出厂合格证统计,2016年1月,我国新能源汽车生产1.61万辆,同比增长144%。其中,1月,纯电动乘用车生产7952辆,同比增长3倍,插电式混合动力乘用车生产4887辆,同比增长115%;纯电动商用车生产2422辆,同比增长80%,插电式混合动力商用车生产834辆,同比下降4%。   虽然与2015年同期相比,今年1月新能源车的产量仍保持成倍增长,但与2015年11、12月新能源车产量的井喷态势比较,1月的产量数据显然过于平淡。数据显示,2015年12月,我国新能源汽车单月产量为9.98万辆,这意味着,今年1月国内新能源车产量环比下滑超过八成。   全国乘联会秘书长崔东树表示,新能源车产量下滑的主要车型集中于商用车、客车领域,对于乘用车来说,影响并不大。北汽新能源相关负责人昨日在接受北京商报记者采访时也表示,公司的新能源车生产计划一直在按既定目标进行。   打击骗补是主因   实际上,在业内看来,1月新能源车产量环比大幅下滑的主要原因是国家四部委宣布进行新能源车骗补调查以及新能源汽车推广应用工程推荐车型目录改变所导致的。   有接近新能源车企业的人透露,由于工信部发布了新的《新能源汽车推广应用推荐车型目录》,导致此前在目录的很多车型都无法再拿到国家补贴。“这样一来,企业再去生产这些已不在目录的车型,国家补贴和销量都无法保障,为了自己的利润,很多企业都选择停产或者减产。”   资料显示,工信部此前的新能源车推荐车型目录共涉及76批次、3412款车型,而日前工信部新公布的《新能源汽车推广应用推荐车型目录》,只列入了247款车型,同时工信部宣布原《节能与新能源汽车示范推广应用工程推荐车型目录》自今年1月1日起废止。   崔东树表示,2015年新能源车高速增长的后期出现超高速激进拉升,存在一些问题,由此必然会给市场带来调整。在“十二五”末的超速发展后,新能源车需要“十三五”起步期的规范,也需要改变车型补贴不合理现状,确保实现速度和产品提升的相对均衡发展。据了解,目前客车补贴能够占到新能源总补贴的近70%。   对于新能源车1月产量环比大降,汽车专家贾新光认为,财政部等部委开始对新能源车骗补行为进行调查是重要影响因素。“从之前新能源车推广目录有3000多种车型、年总产量30多万辆的数据可以看出,国内新能源车的发展是较为混乱的。其中,一些企业通过组装生产不达国家标准的客车和小型新能源车来骗补。此次多部委联合调查骗补行动会消除质量不过关的新能源车,这对国内新能源车的整体产量产生了一定影响。”贾新光说。   短期下降难免   崔东树认为,目前正处于新能源车补贴车型的调整阶段,短期内的产量较去年底下滑在所难免。“但这是新能源车市场能够长久、健康发展所必须经历的过程,剔除为了骗补而粗制滥造的新能源车,将会使新能源车市场的产品竞争力更强,同时也将降低政策补贴逐年退坡所带来的影响。   贾新光也认为,目前新能源车市正在经历一个“去杂质”的过程,现在产量环比大幅下滑,并非真正的下滑,而是政府通过加强管控,进一步优化新能源车市场的秩序。“随着新能源车质量的提升以及国家对于新能源车各项基础设施规划方案的落地,新能源车市场势必将保持高速发展。”   近年来,一系列补贴政策以及各项基础设施规划的出台,让新能源车产销在2015年迎来爆发。中国汽车工业协会此前发布的数据显示,2015年我国生产新能源汽车约34万辆,销售约33万辆,同比分别增长3.3倍、3.4倍,另外,中国汽车工业协会还预测2016年新能源汽车销量有望达到70万辆。   北京商报记者 钱瑜 孙昊天 文 王飞 制表 进入【新浪财经股吧】讨论相关的主题文章:
